There is no unanimous opinion on what exactly an intellect should be.
Although Artificial Intelligence can learn, fix itself analytically, make decisions based on choices and learn from its mistakes.
In a complete sense, AI cannot be said to have an intellect in relation to humans perspective of what reasoning is.
It still remains a deterministic system and does not have any understanding of itself, thus it is not sentient.
As for artificial intelligence (AI) being “born” or “made”, the answer is simple.
AI is made!
Artificial intelligence was not birthed, but made as a tool and should be treated as such.
Tools are designed to work closely with humans and aid humans in their daily endeavours.
That is also true for AI and has given rise to the father of modern computer science and artificial intelligence

But Artificial Intelligence has always been an idea, fiction, folklore, fiction novels and inter-disciplinary field that eventually evolve, branched and found applications in other fields.

Fortunately, no one at the time agreed with him which lead to his death.
Alan became one of the founding father of intelligent machines before the term AI was ever recorded in history.

It was geared because of different programming language and application in many fields in life.
Furthermore, it brought about automation, creation of robots that can utilize the technology, it opens new research on the subject and creates much recognition about itself.
Later, automation and the use of robots broaden the general acceptance of artificial intelligence.
This blossom gives rise to what we know as the Birth-of-Intelligent-systems.

As such the coining of the name AI (Man-made-Intelligence) in inanimate objects were humans greatest achievement in the 20th century.
